Admitted to the bars for the Commonwealth of the Northern Mariana Islands, the U.S. District Court for the District of Northern Mariana Islands and U.S. Court of Appeals for the Ninth Circuit in 1996. Admitted to the U.S. Court of Appeals for the Fifth Circuit in 2003, and the United States Court of Appeals for the DC Circuit in 2006.
